Meta Ads vs Google Ads for small businesses in India
By L.K. Monu Borkala, Founder & CEO, OneCity · Published · Updated
The short answer
Google Ads usually suits businesses that people already search for, such as a plumber, a clinic or a coaching class, because your ad appears at the moment of intent. Meta Ads (Facebook and Instagram) usually suit products and services people do not search for yet but respond to when they see them, such as a new café, fashion or a D2C brand, because ads create demand with visuals and can open a WhatsApp chat. Many small businesses start with the channel that matches how their customers buy, track results properly, and add the second channel once the first is profitable.
Key takeaways
- Google Ads captures existing demand (searches); Meta Ads creates demand (feeds, Reels and Stories).
- Local services with clear search demand often start on Google Search plus a Google Business Profile.
- Visual, impulse or new products often start on Meta, including Click-to-WhatsApp ads.
- Both run on auctions: there is no fixed price, and costs vary by city, season and competition.
- Set up conversion tracking before spending, and judge campaigns on cost per lead or sale, not clicks.
- Budget for GST on top of ad spend and treat the first weeks as a test.
The core difference: intent versus discovery
Google Ads shows your ad to people who are already looking. Someone types "physiotherapy clinic near me" or "CA for GST filing", and a Search ad appears at that moment. You are capturing existing demand.
Meta Ads show your ad to people who match an audience while they scroll Facebook and Instagram feeds, Reels and Stories. They were not searching for you, but a good creative can make them want what you offer. You are creating demand.
Neither is "better". The right starting point depends on how your customers buy.
How each platform works, briefly
Google Ads
- Search campaigns show text ads for the keywords you choose, controlled with match types (broad, phrase and exact) and negative keywords.
- Display, YouTube, Demand Gen and Performance Max campaigns reach people beyond the search results, across Google's network.
- Ads are ranked in an auction using Ad Rank, which considers your bid, ad quality (reflected in Quality Score: expected CTR, ad relevance and landing page experience) and other factors. A more relevant ad and landing page can win better positions without simply bidding more.
- For local businesses, a complete Google Business Profile works alongside ads so you also appear in Maps and the local pack.
The Google Ads module covers account setup, Search campaigns, bidding, Performance Max and conversion tracking.
Meta Ads
- Campaigns are built in Meta Ads Manager with three levels: campaign (objective), ad set (audience, placements, budget) and ad (creative).
- You choose an outcome-based objective such as awareness, traffic, engagement, leads or sales. Ads can send people to your website, an instant lead form or a WhatsApp chat with Click-to-WhatsApp ads.
- Audiences can be core (location, age, interests), custom (website visitors, customer lists collected with consent, people who engaged with your page) or lookalike. Many advertisers now use broad targeting and let the creative and the optimisation event do more of the work.
- Housing, employment, credit or financial products, and social issue or political ads must be declared as a special ad category, which limits targeting.
The Meta Ads module covers setup, objectives, audiences, creatives, the Pixel and Conversions API, and budgeting.
Which should you start with?
Start with Google Ads if…
- People already search for what you sell: emergency repairs, clinics, lawyers, accountants, coaching classes, B2B services, spare parts.
- Customers usually compare a few options and call or book quickly.
- You have a clear landing page or can take calls directly.
Start with Meta Ads if…
- Your product is visual or new, so people need to see it to want it: food, fashion, home decor, events, a new café or a D2C brand.
- Your customers prefer chatting to filling in forms, so Click-to-WhatsApp ads fit naturally.
- You can produce simple creatives regularly, such as short vertical videos, before-and-after photos or customer stories shared with permission.
Use both when…
Many businesses eventually use Google to catch people searching and Meta to build awareness and retarget visitors. A typical pattern is to start with the channel that best matches buying behaviour, get it working profitably, then add the second.
Budgets: how to think about money
Both platforms price ads through auctions, so there is no fixed rate card. Costs vary by city, season (festive and wedding seasons are often more competitive), industry, audience and ad quality. Treat any number you see online, including the examples below, as illustration rather than a benchmark.
Work backwards from what a customer is worth:
- Estimate your average order value or the value of a new customer.
- Decide the most you can afford to pay per lead or per sale and stay profitable.
- Start with a modest test budget on one channel and measure the real cost per result.
For example, suppose a business spends ₹500 a day. If clicks happen to cost ₹10, that is about 50 clicks a day. If 4% of those visitors enquire, that is 2 enquiries a day, or ₹250 per enquiry. Whether ₹250 is good depends entirely on how many enquiries become customers and what each customer is worth. Our ad budget and ROI calculator lets you try your own numbers.
Also remember:
- GST is added on top of ad spend in India on both platforms, so your bank outflow will be higher than the budget you set. If you are GST-registered, add your GSTIN so invoices carry it, and ask your accountant about input tax credit.
- Prepaid (manual) payments, where available, mean you cannot overspend what you added.
- Platforms need data to learn. Very small budgets split across many campaigns rarely produce clear results, so consolidate.
Tracking: decide how you will judge success first
Clicks and likes are not results. Before spending, set up:
- Google Ads conversion tracking with the Google tag or Google Tag Manager, importing GA4 key events where useful.
- The Meta Pixel plus the Conversions API for website events, or reliable lead and message signals for forms and WhatsApp.
- UTM-tagged links for anything you post or send, so GA4 attributes visits correctly. Use our UTM link builder.
Then judge each campaign on cost per lead, cost per sale or ROAS, and on lead quality: cheap leads that never buy are not cheap. The Analytics & Measurement module explains GA4, Tag Manager and dashboards.
Two short examples
A dental clinic. Patients search for treatments and "dentist near me". The clinic optimises its Google Business Profile, runs a small Search campaign on treatment keywords with negative keywords for jobs and courses, and sends clicks to a fast page with prices, timings and a call button. Later it adds Meta ads with patient education videos, retargeting people who visited the treatment page.
A home bakery. Few people search for a new bakery by name, but cakes look great in Reels. The bakery runs Click-to-WhatsApp ads within its delivery area, with a greeting message and quick replies for menu and prices, and posts regularly on Instagram. Once orders are steady, it tests a small Google Search campaign for "custom birthday cake" searches in its area.
Common mistakes on both platforms
- Launching without conversion tracking, so you cannot tell what worked.
- Boosting posts instead of using proper objectives in Ads Manager.
- Sending ad clicks to a slow, confusing home page instead of a focused landing page.
- Changing several things at once, so test results mean nothing. Change one variable at a time.
- Replying slowly to leads and WhatsApp chats after paying for them.
- Expecting guaranteed results. Promise yourself, or your client, a process of testing and reporting, not a fixed number.

Quick answers
Frequently asked questions
Which is cheaper, Meta Ads or Google Ads?
Neither has a fixed price; both use auctions, so costs depend on your city, industry, season, competition and ad quality. Clicks on Meta are often cheaper than on Google Search, but Google Search clicks often come from people with stronger intent. Compare cost per lead or sale, not cost per click.
How much should a small business spend on ads to start?
Work backwards from a target cost per lead or sale and treat the first one or two weeks as a test. For example, a business might start with a few hundred rupees a day on one channel, measure results, and only then increase gradually. Remember GST is added on top of ad spend in India.
Can I run ads that open WhatsApp?
Yes. Meta offers Click-to-WhatsApp ads on Facebook and Instagram that open a chat with your business number. Set up a greeting message and quick replies, and reply fast, because slow replies waste the money spent on the click.
Do I need a website to advertise?
Not always. Meta ads can send people to an instant lead form or a WhatsApp chat, and Google offers options such as call ads and a Google Business Profile for local visibility. A fast, clear landing page usually improves results and tracking, especially on Google Search.
Should I boost posts or use Ads Manager?
Boosting is quick but offers limited control. Ads Manager lets you choose the right objective, audience, placements, budget and tracking, and run proper A/B tests, so it is the better choice once you want predictable results.
